There is no way to split these areas. Take Ohio, no one in a conservative area would wish to be stranded in a DimLib hellhole. If you lived in the mostly conservative Cuyahoga Valley there is no way you will vote to be part of a new state dominated by Cleveland.

This could wind up with discontiguous "states." You could have Cleveland and Columbus become one state even though not adjoining each other. See, for example, Kaliningrad Oblast.
