Most likely, the British government wants the ISIS returnees telling others of their experience of death and destruction, of pointless infighting, greed, and betrayal by other Muslims, and of utter defeat. Some will become intel sources or agents for MI-5. The hard cases who still have some fight left will get prosecuted or removed from the country on other grounds.
