Weren't Neutron bombs designed to be used against Soviet armor divisions and for area denial, depending on how they were deployed? The blast is small compared to a lot of other nuclear and conventional weapons, and the neutron absorption spectrum of desert climate air would render Neutron bombs far dirtier if used in the ME, and the areas they were used in (depending on burst height and other factors I can't remember) would be utterly useless for much of anything, if I'm not mistaken -- I can't recall the details and might very well be wrong, but most of what I remember about past discussions on the use of Neutron bombs (MacArthur wanted to use them in Korea IIRC) was to render targeted regions unusable.
A swing and a miss, a quick google to refresh my memory reminds me that the concept of Neutron bombs didn’t exist at the time of the Korean War, so clearly MacArthur wasn’t wanting to use them for area denial :)
