Well, he was able to successfully get aircraft off the deck and he did keep them in the air for a while and he did get his chute to open. So, no, he was not totally incompetent.

His arm and shoulder injuries were from not following proper ejection procedures.

McCain crashed (or ejected from) 4 US Navy aircraft.

He earned his Cold War reputation by getting shot down by the North Vietnamese to earn his fifth victory and become the only the third US pilot in that war to earn five aircraft kills.

16 other North Vietnamese aces in the Vietnam era are also credited with five American planes.

...and he did get his chute to open.

The ejection seat automatically opens the chute. His only job in that moment was to keep his arms close to his body. He didn't, both arms were broken.
