Went and checked beginning of the speech. He has lisped and slurred about that much for decades--unless it got worse later in speech. His health was pretty messed up by being a POW I think, so I certainly would not hold it against him.

Much more concerned about his mental health now. He didn't have great judgement to begin with, but now its worse.
