This perceived collusion, through cynical, cleverly crafted "free trade" agreements, offshores American jobs to low-wage third-world countries, with finished goods and services imported back into the U.S. at first-world prices.

I don't like that word, perceived. It implies that Trump supporters are misguided. What he states following that word is documented fact. He slipped that word perceived in there for a reason. Read the sentence without that word in it. Totally different meaning and impact.

There is another meaning to the word "perceived",and I believe that the author meant this meaning

become aware or conscious of (something); come to realize or understand. "his mouth fell open as he perceived the truth" synonyms: discern, recognize, become aware of, see, distinguish, realize, grasp, understand, take in, make out, find, identify, hit on, comprehend, apprehend, appreciate, sense, divine;
