The theory is that the plan (probably including more people than just Paddock) was to set the jet fuel on fire (tanks followed by underground lines), which would have caused explosion and destruction. The crowd would run away in the direction of the Mandalay Bay and be sitting ducks for a sniper.
I read that incendiary rounds had been found on the ground near the tanks, and we know that there were bullet holes in the skin of the tanks.
The big question is whether Paddock was pitching a one-man hissy fit or whether he was part of a larger plan with others who planned to use the distractive commotion from sniper and explosion to carry out something else.
If he did have collaborators, they let him down big time.

If the plan was to have people run to the mandalay to be sitting ducks, there were ppl on the street and at the bus stop in front of the Mandalay. There were cabs that weren’t under the canopy. A bus came by and picked up the bus stop people. (!!)
What the map above needs, is to define the location of the first injuries after the first volley that smoked the stage equipment. Was he strafing the crowd with precision or was he adjusting his crappy aim in spite of alleged calculations?
