Under a Senate tradition, unless both home-state senators return their blue slips signaling acquiescence, the Senate Judiciary Committee usually wont proceed with a nomination. But... but... but...
I read an article on Townhall this morning that said:

The article said the 20th century tradition needed both Senators to refuse, not both Senators to agree.
