The biggest mass murderer would do something much simpler
... and because “murder” is a sin of the heart as per the Commandments, he would want to stick around to “enjoy” the fruits of his master-plot of murder. Like Hitler. And Stalin.
We know nothing actually about the true motivation for this crime.
