It depends what kind of office you work in.
In some places, a visible tattoo on a woman would drastically increase the chance that she would not be hired. An employer might also restrict her contact with clients.
Same goes with ear piercings for men, even if the earring is removed.
Also, any tattoos that will always be visible, such as on your face, your neck, or your hands, those are considered "jail-house" tattoos and it will be assumed that you have done stretches in prison. Yes, those tattoos will make you "bad ass." It's likely nobody will mess with you in a bar. On the other hand, it's also likely that no major company will ever hire you for a client-facing or management position.
Now if you are looking to be self-employed all your life or want to live as a rebel such as with a motorcycle gang or in a rock band, then I say go for it, if it is your inclination to stamp your body in ink and you have no designs on a corporate or "straight" type of life.
I know people don't like to hear that and wish for a world where nobody will be judged negatively for their tattoos. But reality is, you will be judged and visible tattoos that cannot be covered up by clothing will absolutely limit your professional prospects, as the article points out.
