If we fail to take out his ability to retaliate he probably would...unless his top people refuse to follow orders.IMO the only two viable options today are for his top people to rebel or us getting 100 or so snipers into NK to get to the top people.
This is an issue that should have been dealt with within days of their first nuke test.

Think about it we delivered two atom bombs to wartime Japan with a propeller driven airplane. Obviously NK can get atom bombs to various locations.

Most of the time, death tolls are well short of what you'd mathematically assume. Run the numbers for 9-11 and the Twin Towers alone would be MUCH higher (floors, people per, how fast they collapsed), same thing with Las Vegas (10:30, 22,000 targets, tremendous height advantage, and virtually automatic weapons).
So, even with that in mind, considering the Norks have a huge amount of artillery and rocket sites that can reach the Seoul metro area, that number could be quite a bit higher, and that's discounting nuke/chem/bio weapons.
