The brother reminds me of Dennis Hopper going on about Colonel Kurtz.

I almost wonder if Paddock hadn’t built up a little cult of personality around himself. He was Mr. Cool Mysterious Ultracompetence and they were his admirers. Then maybe he screwed up and got himself into debt or something, but rather than admit it and be brought down to earth in their eyes, he decided to go out in a blaze as some kind of nihilistic mastermind.

I'm going with the terrorist angle but other than that, it could be that he was in heavy with the Vegas mob, laundered money, maybe lost a whole bunch for the mob and knew his gig was up...
