I will play along because I agree (fuel tanks), adding I believe somebody else was supposed to park the car close to the tanks and THEY intended to set them off first, pushing the crowd right at him... Mow them down in much larger numbers and escape in the ensuing confusion. I think its the reason nobody ran when shots started, he was not shooting at them yet. His accomplice left him hanging and it became a suicide mission...
Has it been proven it was him who fired at the tanks? Surely they can find some slugs and do ballistic tests. Are any investigators hanging out around the tanks? Is forensics going over JANET with a fine tooth comb or is she still making her daily flights to Area 51?
I’m not convinced the plan was to get the crowd to run toward him. The closer they get to the building, the more difficult the angle of fire.
However, the tanks exploding would certainly have kept the first responders busy, shut down everything, forced a “shelter in place” order ....

Good thing he hadn’t recently loss his job or it would be work place violence -Case Closed. Or they may come up with a new motive - Gambling loss violence .... Car got repossessed violence .... Stubbed his toe violence. Anything except what it us -TERRORISM.
