The FBI hasn’t interviewed his brother yet. They are the only people who haven’t.
McCabe's sole purpose at this point is to try and somehow link this to "right-wing extremists". No doubt he is consulting with the marxist SPLC at this very moment.
The clues are in the subtext:
When the Sherriff said the release of info was being held up by “bureaucracy”, that means the release of info is being held up by the FBI.
That implies the FBI needs time to concoct a plausible cover story.
That implies the FBI is somehow implicated.
