Why wouldn't it be better to have him beaten during the entire flight?

Administering a good beating is a highly aerobic activity.

Consider the sport of boxing or Karate. These sports closely approximate the activity of one administering a beating.

A boxing round last 3 minutes. And between rounds there is a 2 minute rest period.

A boxing match is somewhere between 6 and 10 rounds usually.

That means a match is at most 38 minutes. Consider then how many men would have to attend one deportee on a flight that takes 12 hours to the deportee beaten down the entire flight.

The cost would be prohibitive. But on the upside INS personnel would be kept fit and trim with this exercise regimen.

I hope I have helped you understand the fiscal soundness of doping deportees during transport.

Nah, just let the passengers at him with a rubber hose. The INS guys could just secure him. Even old ladies would probably enjoy giving him a few whacks. Likely only ragheads, queers and snowflakes would abstain.

This could be sort of a combination of the old and the new, with some regulation. Public interactive "puni-tainment".
