I think that is exactly right NK launching is the unit impulse input signal being feed into our defense system to see the system response.
Hence the frequency of the launches

Also a launch might engage some sort of process that is insecure opening up the navy ships to hacking. By launching they can control when the security vulnerability will be exploitable i.e when we leave the door unlocked.
