There should be some kind of requirement for the special investigation to give investigated US citizens sufficient matching resources used against them to insure justice is served on both sides. An investigator with unlimited resources can railroad just about anyone. This should be for saint or sinner. It might also cause any investigation to be specific about its parameters.

Off subject but same scenario, when vets die from medical malpractice they have to go up against the DOJ top lawyers and usually can only get an average lawyer for their case. Many just take the “deal.”

Could create scams. All parties arrange an investigation of someone. Lawyer is hired for the defendant. No wrongdoing found as planned. Lawyer gets a chunk of money which was the objective of the scam.
