Looks like flip-flopping to me. Back and forth - to please his base and Pelosi and Schumer, so he thinks.
He has to understand he was put into office specifically to put an end to illegal immigration and is on record stating he’d “end DACA his first day in office.”
He will NEVER please Pelosi and Schumer and he’ll lose his base in the process.
Back and forth, over and over numerous times is flip flopping. Changing your mind once is not.
