Simple answer is to base pensions on base pay only. Of course it’ll never happen.

New York State retirement system is divided into tiers, with tier six the newest. What retirement plan you are in is determined by hire date. If hired in the last 5 years or so, employees do not get retirement based on overtime. In fact it isn’t much of a retirement plan at all. The problem of overly generous retirement has been corrected. Also NY retirement system is well funded and won’t drain the state coffers, so long as Cuomo doesn’t get his hands on the fund.
