Illogical. If bug was in place, they would not need the report. Or could not expose a bogus report without exposing the bug.

Could well be demanding the reports to chase Shiller out of the WH. (That worked btw.) Or to intimidate conversation. Or because they aren’t always in range of the bugs. Or whatever else. And could justify exposing the bug to ship Shiller away.
However, most likely just meant to chase him out of the WH—and, again, that worked.
