I’m saying that there is something amiss with the data being gathered. The length of time in a category is significant just why? Is it significant if it’s just meandering around in the Atlantic? And, since Tampa was spared the worst effects that were forecast, what would be the significance of an unusually low tide in Tampa Bay? It didn’t rush back in like a tsunami so wasn’t it a rather... positive, if unusual, circumstance in hindsight?

You ought to be able to figure out why low tide would be a benefit to areas experiencing storm surge. Just think about it a little bit.
