they should be ok with Jose. If they survived a direct hit from Irma they should be able to survive a peripheral blow from weaker Jose.
To bug out they need to go to the airport and request a change of departure flight to what ever is available to where ever, whenever. But I wouldn’t play that game until after Jose has passed. The airport likely won’t be open until after Jose anyway. So they should find a strong place with water and elevation to ride it out. Then get back on track with departure.
Just like marriage, they need to be flexible and compromise.
No commercial flights in or out, the airport was too badly damaged. The only planes able to get there are seaplanes.
There aren’t many places intact enough to shelter in, and the few there are are swamped with people. They’re doing what they can, and helping people when possible, but Irma has weakened enough buildings that it might not matter that Jose is weaker.
