I made the mistake of accepting a facebook forwarded to me by a friend. That’s why I hate facebook!
Check the specific State law for sheltering pets.PETS Act/Post-Katrina Emergency Management Reform Act seems to have the usual bureaucratic confusion, hence the FB post. Probably got confused by service animals verses household pets.
