So far this is a non-story.
1) California Atty General would need to approve the language of this one guy's proposed initiative.
2) Guy would need to get hundreds of thousands of Californians to sign his petition.
3) If steps (1) and (2) are satisfied, this proposal would go on the ballot to be voted on in a California election.
Every year, people come up with all sorts of fanciful ideas for ballot measures. The overwhelming majority never get past steps (1) or (2), let alone step (3). Anyone can file papers for a ballot initiative about anything at all - doesn't mean it's every going to be voted into law.

Yes, sadly we were right. And our former decent American culture is headed into the trash bin. Nearly everything I see and read points to American cultural suicide.
