Yes, but I was thinking of the Robert Heinlein story “Coventry” where it is a place outside the so-called civilized nations where unwanteds are sent if the refuse to be “fixed” by the brainwashers. The main character is an exile from New America, “a corrupt democracy with a dysfunctional judicial system, that lies closest to Coventry’s entry point and is the most populous of the three nations”. Gee sounds familiar...
