I'd like to know if it's true. However, it's hard to believe that even an affirmative action captain and deck watch could be that incompetent... twice.
Still, how hard can it be to miss something as big as a tanker out in the open ocean? With modern electronics they only have about a day or two notice that the thing is coming. Even with eyesight you'd be able to see the thing an hour or two away in the day light. There are certainly competent junior officers and staff to give the Captain a three or four hour "heads up" to change course or we're going to hit a big oil tanker. Makes no sense. Once maybe, but twice in three months?
