I would suggest all systems be installed and ready to monitor marine and air traffic including those that are strictly civilian (but without transponder), and allow the captain to select which to use under the real time needs of his command.

Sometimes you have to break cover to save lives overall or remain in the fight.

They have that all already, have had it for years. As far as the Transponder, they are required to have that on in major shipping channels unless they are at war.
