So what chance does this actually have of receiving two-thirds in the House and Senate, with GOP majorities?

I'm honestly asking, because if anyone would cave, it's be Washington Republicans.

That you would even ask the question tells you the chances are far higher than anyone would like. It's almost certain the Senate would go that way. Here's my count getting to 65 so far:

49. Alexander (TN), 50. Blunt (MO), 51. Corker (TN), 52. Enrst (IA), 53. Flake (NM), 54. Graham (SC), 55. Hatch (UT), 56. Heller (NV), 57. Johnson (WI), 58. McCain (AZ), 59. Murkowski (AK), 60. Portman (OH), 61. Roberts (KS), 62. Sasse (NE), 63. Thune (SD), 64. Toomey (PA), 65. Young (IN)

You can just see McConnell and Cornyn joining in to do the right thing in their cowardly eyes.
