Because Manchin is a moral coward who is also happens to be trapped in an impossible situation. Here is his trap:
1. West Virginians want Obamacare gone.
2. If Medicaid enrollment gets slashed, West Virginians will burn his house to the ground.
He needs a bill that ends Obamacare without touching Medicaid.
