Hubby attended Berkeley. He was in the hard sciences along with a huge percentage of Chinese students. He said they were forever cheating and stealing to achieve better grades. That wasn’t the worst part. They saw absolutely nothing wrong with it. Their moral compass was completely “off”. Now THEY are complaining about someone else stealing?
They justified it by saying English wasn't their first language, so it was only fair to cheat.
Students were highly pressured to give their homework and tests to the next year's students. I knew one who occasionally refused, but the others from her country considered her a pariah.

Yes, Organizations giving certification exams are having real problems with the cheating. Cheaters get others to sit for the exams or in one case I know of had the test beforehand. It is hard to keep ahead of the cheaters and in China, India, and elsewhere it is rampant.
