Let’s all step back and be realistic. You don’t have a right to drive your car into the middle of a crowd at any speed. Any MV code will consider that reckless.
Except when it is a valid response to an imminent threat of death or significant bodily harm.

Realistic? Realistic is a young man lost in a strange city with his beloved vehicle being struck from behind suddenly realizing that he is in danger. Where am I wrong here?
The standard in many states is that if you are in fear of yours or others lives you are allowed to use deadly force. Not sure about VA and I’m too lazy to look it up. Based upon what I have seen in several videos of this event the guy is guilty - at the worst - of vehicular manslaughter. I would vote not guilty if I was on the jury and the charge for him was murder in any degree.
When you are surrounded by a hostile mob who is attacking your car, you certainly can run them over, legally.
At least in my great state.
