The headline is a bit of a lie, since 1. Gray was already planning to do this and 2. He can't do it on his own, he's simply seeking the city council's support to ask a state commission for permission to relocate the statues, which may or may not be granted.
Ultimately, this is all about Gray wanting media praise. Never let a crisis go to waste.

Wow! John C. Breckinridge was a former Vice-President of the United States. John Hunt Morgan one of our greatest cavalry commanders.
And Breckenridge was instrumental in the negotiations with William T. Sherman to end the fighting in the southern theater.
