The only kind of NK that the US would want to help back up should be a truly religiously free one.
I expect they are pretty ruthlessly suppressed because any belief in a higher power threatens the grip of government.
Maybe just making the peninsula Korea instead of north and south and let the successful people of the south save their northern brothers.
