No, it does not arbitrarily take out ALL electronics. It can only take out those connected to a long enough wire to gather the pulse. Simple electromagnetic induction, and first year engineering student understands but apparently most adult don’t.
That laptop in your hand won’t be effected. It isn’t connected to a wire, and not even a small Ethernet cable will do. It may, might, maybe reboot, but it won’t be destroyed.
It’ll fry every major power plant in the area including transformers and stations and even power lines. No grid. Maybe for 6 month your more. Means that laptop that works most likely won’t have wifi or hard wired internet to plug into. That will be the same for you smart phones too.
