I think all these emails contradict that claim. Besides, this was done during an election for President.

IIRC A local reporter saw it happen and reported on it.
There is a pattern here, and that is, a grievous over stepping of government authority, or misuse of authority, then cover up and lies, and much talk about it in the conservative media. Then, business as usual and nothing is done.

I DO agree with you that the meeting was an explicit and specific conspiracy between the democrats in the White House, the national press corpse, and the Hillary campaign to whitewash the email scandal, and to make sure that NOTHING was done in the DOJ or White House or FBI or anywhere else to investigate the email scandal and all of its coverups.
But setting up this particular meeting in person and without the press or cameras away from Washington did not require anything but a phone call between the two groups - Loretta’s staff or herself, and the Bill-Hillary-dnc campaign.
The FBI colluded with the Clintons to get H->! elected.

I read somewhere that Bill boarder her plane. It wasn’t a tarmac meeting at all.
Why suspect a higher up? Lynch had an FBI detail assigned to her. More likely one of them, than one of Comey’s gang (which include Rybicki, not mentioned in the OP. Comey, McCabe, Rybicki, and Baker)
BJ wouldn't have flown all the way to Phoenix for a chance meeting with Lynch if he didn't already have the meeting agreed upon in advance.
The deep state is trying to make us think some unknown person (someone impossible to find of course) leaked this and Bill thought this meeting up all on his own. Lynch did nothing wrong at all... so we should all just move on now and not discuss this event any more.
