Registering births by non-US citizens was made easy by the State of Hawaii itself through its own policies. Sheriff Joe's Posse proved this by finding many Japanese citizens who have real Hawaiian birth certificates.
The State of Hawaii did this to show more citizens for the almighty federal gimmedat. Zero's grandmother could have easily filed for one of these birth certificates and that is the notation the Hawaii officials possibly spoke of and nuanced about.

Thanks for that information. I read that while an out of state birth could be registered in HI, it came without a SS#. The need for a SS# posed another layer of problems for those who chose to utilize HI’s lax registration rules.
