Two Chinese tourists were arrested in Berlin for making Hitler salutes outside the German parliament on Saturday.
Criminal proceedings have been started against the middle-aged men for using symbols from a banned organisation.
The pair have been released on bail of €500 (£450; $600) each.
Germany has strict laws on hate speech and symbols linked to Hitler and the Nazis.
The men - aged 36 and 49 - could face a fine or a prison sentence of up to three years, according to police.

A police spokeswoman told AFP news agency that the men could leave the country during the investigation and that if a fine is handed down, the bail money they had already paid would probably cover it.
The visitors were seen taking pictures of each other with their mobile phones outside the Reichstag building, which houses the German parliament.

During the Battle for Shanghai you had German (Axis) advisors advising the Nationalist Chinese fighting the Japanese (Axis).
That one battle chewed up the best divisions of Chang Kai-Shek’s army, all German trained and equipped.
The other weird thing about that time & place. Chang’s son was in Moscow for school & military training. Stalin insisted on close ties to the Kuomintang party over Mao’s native communist party. Stalin insisted the Kuomintang was more orthodox communist then Mao’s party. If I remember this right the USSR even assisted the Nationalists with money & equipment to fight Mao.
30 minutes after we start we see the First Sgts jeep trying to catch up and pass our convoy. (M-1s haul ass). When he gets beside D-24 he signals him to pull over. They drop out of the convoy and we continue on to our OP. 30 minutes later D-24 arrives with his story.
He had used the chalk and deplorably he had vandalized his tank with WWII German symbols. The TC on D-24 was an avid WWII buff and had his tank decked out with kill rings, totenkomps, keys, SS lightning bolts, etc. It looked like a German Nazi M-1 and of course the locals were all up in arms to the point that G-6 was notified by civilian authorities and Top got to our tanks in less than 30 minutes. Some qiuck wet rags and the evidence was gone, lest the international incident would escalate in a bad way.
