The internal message is that CA, and IL for that matter, pay much more in taxes to the fedgov than they receive. One guy I know says that CA is the only reason the South has roads, since all the poor hicks are on welfare and meth.

The 49 other states won't release CA until they pay their share of $20T in the national debt accumulated over the years, and doubled in the last 8. I'd be surprised if it were anything under $1T.
The article you cited makes it sound like US needs CA as much if not more than CA needs US, and that any attempt by Trump to cut federal funding wouldn’t really work...
