Alberta is treated as what we call a “have” province which means extra money is extracted from Alberta to “share” with “have not” provinces. And I shit you not, the most populous province, Ontario, was for awhile considered “have not”. So you had tiny old AB with 4 million people helping prop up healthcare in a province of 12 million.
