Some people who identify as "Jewish," may be ethnically "Jewish" ( a better word might be "Hebrew"), but not necessarily religiously Jewish. Ergo the term "secular Jewish." Schultz, by her own admission, had a secular Jewish upbringing.
Many who are "Jewish in name only" politicians often pay lip service to their religious "Jewishness" in order to attract Jewish votes. For them, the ends justifies the means.
