I don't have much about Purple Shovel in my notes but this is what I found there along with a couple links via a quick search online:

George uses sounds-like phrases as a mneumonic aid to help digest the quantity of info and associate the rhymes-with name to the nickname.
Sometimes it can be a little confusing, but that’s the way his mind works, in addition, he demonstrates that intel agencies and power brokers often use a ryhmie-sounding names (like for corporate shell, operations, etc) to what the names actually is...
