Not when enacted. He came in on the tea party wave, then voted for cloture to allow funding when the pubbies took the senate. He was the reason the gov did not shutdown and kill Obama care due to lack of funding. His vote allowed the funding vote to need only 51 votes. I believe he then did an Algore and voted against it.
