I did notice he said he "hoped" which probably gives him an out. Arrest him anyway, he is an enemy of the United States. Send a message, let this clown sit in a cell and spend most of his net worth on lawyers to beat the charges or maybe with a real investigation he might just end up going to prison where he likely should have been anyway.
