It doesn’t matter. What he is telling the staff is he doesn’t have time to sort out who is guilty and who is innocent. He will just wipe the slate clean and start over. That is the surest way to stop the leaks.
The staff knows or has a good idea who is leaking and they won’t want to lose their job because someone else wants to feel important
