That means his jurisdiction and any modification of it has to be approved by Rosenstein. See 28 CFR 600.4(b). Rosenstein can't duck accountability for Mueller's scope of jurisdiction. He may try to, but I don't think Trump and public pressure will allow him to.
Starr didn't have that regulatory limitation, and thanks to Comey specifically removing Fizgerald from 28 CFR 600, Fitzgerald had free reign too, although he appears to not have violated the regulations.
Mueller is demonstrating disrespect for the regulations, if he hasn't followed 28 CFR 600.4(b). And by all news accounts, Mueller has violated this regulation.
Ken Star was working under a different law. The democrats replaced it with the law we have now, which is much more constrained. Muller is going to find that out soon . . . very soon.
