“I do not at all want to blame the victim with this question.”

Then why are you?

ABSURD! The police would want to FIRST of all, talk to the person that called.

Have you never seen LIVE PD?

“did you call?”, “who called?”, etc.

“Then why are you?”
100% of the blame belongs to Mohamed Noor. Bonus blame goes to the PC idiots who made him a police officer on armed patrol. Justine Damond has no share of “blame” whatsoever. Choices people make increase the odds for becoming a victim; that does not reduce the culpability of the victimizer. I would prefer for people to plan in advance on how to respond to emergencies so as to reduce the odds they will be harmed.

Ms. Damond had already conveyed her useful information over the phone. The police needed to proceed to the alley to look for the assault victim (who might need immediate medical aid) and assailant(s)without further delay, not stop for a chit-chat and take a report.

What TV programs, whose bread and butter is visual excitement, and police might “want” is not necessarily in your interest, or even useful. Ms. Damond seems to have followed the “LIVE PD” pattern you advocate, with the worst possible results.
