If prostitution is illegal in that state, then very likely laws were broken. Furthermore big contracts like his usually have Morals clauses or similar that make actions gldajshing to the reputation of the employer a firing offense.

A one minute phone call is not the same as engaging in prostitution. I think to make the case, you have to be caught in the act. Or in a sting.
