I think this guy is getting hammered for no reason, i.e. “asked a panel of planetary scientists to speculate” - speculate: “to form opinions about something without having the necessary information or facts; to make guesses.”
IMO, he wasn’t claiming there was a previous civilization, just asking the guys for their suppositions.
