Not as likely as a gang war ‘fail’.
Winterpeg has the largest number of ‘gang bangers’ of any Canadian city, except perhaps, for Toronto. The city is a dump, a mini Detroit. It has the largest number of Natives of any Canadian city and huge crack problem. Do a quick search of ‘Winnipeg gangs’ on YouTube and get an idea of the problem.
About five years ago, the MadCowz gang (mostly African) had a turf war with the Manitoba Warriors gang (Natives) where many houses were firebombed, to cut into each group’s business. Perhaps the war was about to be rekindled.
The man who said that his girlfriend was going to turn the bag over to the Po Po was named ‘Nick Chastellaine’. MANY Natives, especially in Manitoba, bear French names. The fact that the injured were all related and were so young, also suggests ‘First Nations’ or ‘Natives’.
I could be wrong, but since the Po Po remain mostly silent, I suspect the rekindling of a gang war.
Well, the the burnees steal a truck with a bomb in it, or did they steal a bomb and put it in their own truck?
Are we supposed to have sympathy for folks that go around stealing bombs (either in trucks or out of trucks)?
So, yes, I do have some unanswered questions.

From what I’ve read, heroin, methadone, oxycontin are big. I just found a March 2017 CBC story that suggests meth use is growing fast, also. Obviously, for the gangs, whatever makes money.
That's because their heads are disconnected from their bodies.
