Words mean things, words “imply” things.

The cameras were NOT turned OFF.

They weren’t turned ON.

YUGE difference!

At least as far as anyone has reported. They don’t drive around in their patrol cars with the cameras ON. They turn them ON depending on the circumstances.

Would this be like only turning on the cockpit voice recorder when you realize that you are going to crash?

Pilot: Help me pull out of this dive!
Copilot: Just a sec, I’ve got to turn on the ............

Splitting hairs, at some point the cameras were turned off if they have ever been turned on. I saw somewhere that the cameras in the MPD are not always required to be on and just talking to someone standing by the car while they are in the car is one of those cases where cameras are not required. The audio seems to start after the shot, you hear someone calling for an ambulance and saying shots have been fired. That comes from the dash cam so it should also have recorded the sound of the shots.
